Is it safe?
Current rules restrict atomic weapons to the Earth, every planet without life in the Solar System is proteced from fallout, Earth is not.
Since the Soviets built FOBS we have been faced with Atomic attack with three minutes warning. "After approximately one minute of retro-engine operation, shutdown occurs and the reentry vehicle separates from the spacecraft. The RV [reentry vehicle] then continues on a ballistic trajectory until impact, which occurs about 1.5 to 2.0 minutes after separation [14]. "
So as we move towards space forces some worry:
"all the nuclear powers will shorten reaction times"
Space is large, we could adjust our arms control treaties to keep the man battle fleets as far from earth as desired.
One simple rule suggested by considering Project Orion launches is...
"No Low Earth Orbits"
We could raise first strike time from 3 minutes many hours or days.
